Add bazel build system to libhrx
AMD's public ROCm hrx-system project added a Bazel build for libhrx in May 2026 and continued to publish Bazel configuration in August 2026.
The introducing commit added MODULE.bazel and BUILD.bazel files for libhrx; the later immutable snapshot retains Bazel configuration.
