feat: bazel build (#7)
AppLovin's public AxonCache project added a Bazel build in October 2025 and continued to publish a Bazel module in August 2026.
The introducing commit added Bazel configuration, targets, and CI; the later immutable snapshot retains MODULE.bazel and its dependencies.
