Pin protoc and codegen plugin versions for Go proto generation
A Modal client mirror says its shared proto toolchain also serves a monorepo-only script and must match a hermetic Bazel generation target.
The patch says the public client directory is mirrored from a monorepo and pins versions to match hermetic Bazel generation at //client/go/proto/modal_proto:proto_generated.
