Before Cognition acquired Windsurf, an Exafunction-authored Codeium mirror imported internal code and preserved local.bazelrc during its build workflow.

The Exafunction-domain patch is titled as an internal-repository import and changes the mirrored build script to preserve local.bazelrc while cleaning the repository root.
